Student Workshop on AI Governance with Missions Publiques

Background
In partnership with Harmonica, Missions Publiques ran a two-day deliberative workshop on AI governance on February 16–17, 2025 with over 70 university students at ENS-PSL in Paris. The event was a side event of France's national AI summit and was part of a broader educational initiative exploring how young citizens think about future technology policy.
Objective
The aim was to collect high-quality insights from participants on complex governance questions, while testing new AI-enhanced methods of facilitation and data capture.
Implementation
Harmonica served as the central digital platform for:
- Capturing participant input through a structured interface
- Generating real-time summaries of group discussions
- Enabling facilitators to monitor and refine key themes as they emerged
Facilitators and participants were encouraged to engage in open-ended reflection, while the Harmonica platform recorded and synthesized key contributions live.
Results
- Efficiency: Facilitators saved time both during and after the event thanks to real-time note capture and summary generation.
- Engagement: Participants appreciated the responsive format and the visibility of their contributions in shared outputs.
- Data Quality: The Harmonica platform ensured that participant insights were accurately captured and immediately available for sense-making and reporting.
Reflections
While some participants noted that typing their thoughts required effort, the overall experience was enhanced by the immediacy of AI-driven feedback and synthesis. Facilitators particularly valued how quickly they could understand the direction of each group and adapt their approach accordingly.
Conclusion
The workshop validated Harmonica’s role as a facilitation partner and demonstrated its potential to support scale, accuracy, and inclusivity in citizen deliberation. Future workshops will continue to refine the tool’s usability and deepen its integration into MP’s methodology.
